Both Mike Kelly and Rob Brzezinski use the term "equal amounts of cash in cap" to describe the team's cap strategy. What this means is that if the cap is 67.4 millon, the team will not spend more than that amount in real dollars. Since 18 of the 31 teams did spend more than the cap in 2000, this means we're headed back to low payrolls again until a stadium deal can happen. Not good news.
