build either a hydroplane [lifting hull]with sponsons or mono step hull. Have outboard motors in junkyard or motorcycle engines for inboard motors. have running start races of a number of laps on a oval course.Expert could speak of differents between lifting hull and displacement step hulls [not like oil drum torpedo boat]Have lots of plywood and fiberglass in junkyard.
