The size of the envelope required to carry 4 people would be enormous, I can't see how they could possibly bodge together the envelope alone in 10 hours, let alone the basket, mounting, burner, and other hardware.

The finished products would also need to meet FAR103. Somehow I can't see a balloon bodged together in 10 hours managing to pass federal aviation regulations.

But Keech might be on to something... perhaps the balloon could be required to carry something, and not a person... like the rocket/egg thing they did. The balloon which carried it farthest from launch, without breaking, would win. Like the rockets, they could be given one propane tank and burner.
