How about rigs to bore the holes and set telephone pole sized poles in them? Or, a pile driving machine.

set poles by Hand? I'm a Lineman and it can be done. But a Digger derrick (Lineman speak for pole truck)would be difficult but how would there be diifernt approaches to problem?

Interesting variation on the "dig a hole" problem. Holes could be drilled by an auger (screw type device), by impact (pile driver/star drill), or jet(water drill). Holes can be dug by power shovels. Since the objective is to get the pole to stand vertical, you could dig a BIG shallow hole or a narrow deep hole. There are lots of compromises to be made between power, ease of build, and ease of use.
