Have the teams alter an existing car or make one from scratch and race it across land and water. Give the course a couple of turns in both elements to prove steering ability in both modes. Maybe have them pull something too, for added fun (like the hosts).

Already done. I believe the Meglomanics won the race down a hill, across a pond, then back onto land (uphill) to a straightaway with a checkered flag. Their innovation was an extended-breathing carburetor and a watertight Land Rover engine. One of the best JWY episodes, by the way.
