Frankly speaking, ITIL doesn't help too much - especially for customer software development.

It was not intended for the development environment. ITIL's value is in the operations environment; a.k.a. production support, and I can assure you it makes all the difference in the world in the life cycle of an application. Where it does touch development is in the release management areas, and especially in the production acceptance and operational readiness testing phases.
