STAGE 2 EMERGENCY NOTICE [200100599]

Effective 01/10/2001 at 15:30 the California Independent System Operator is implementing Stage 2 of the Electrical Emergency Plan. The Plan has been implemented for the following reason(s):

insufficient reserves and energy

Stage 2 is expected to be in effect from Hour Ending 16 through Hour Ending 24.

Participating transmission owners are to notify the Utility Distribution Companies within their operational areas.

Stage 2: Operating reserves are expected to fall below 5%. The UDC will implement interruptible service programs AS DIRECTED BY THE ISO and will take all additional actions necessary in preparation for immediate implementation of electrical emergency plans and await further orders from the ISO.

ELECTRICAL EMERGENCY STEPS UP TO STAGE TWO

Interruptible Load Programs Activated (Folsom, CA) The California Independent System Operator (California ISO) is declaring a Stage Two Electrical Emergency today, Wednesday, January 10, 2001. The Stage Two is in effect from 3:30 p.m. to midnight. Power reserves have been tight all day with some 10,600 megawatts of California power plants offline due to planned and forced outages. But that number is rising sharply this afternoon because the Diablo Canyon Nuclear Generating Station is currently being ramped down to just 20 percent of its output. High seas are threatening to break up kelp and marine life that could clog the intake valves that bring cooling water into the plant. The loss of generation equals 1,800 megawatts and will stay off through tomorrow as record high swells hit Central Coast shores. A Stage One Emergency, urging Californians to conserve as much energy as possible, was called at 7:00 a.m., and is also effective through midnight this evening. Demand across the California ISO Control Area is expected to peak at 32, 488 megawatts around 6:00 p.m. tonight The California ISO anticipates asking utilities Pacific Gas and Electric, Southern California Edison, and San Diego Gas and Electric to shed all of their available voluntary interruptible load—an estimated 1,200 megawatts worth of power curtailments.
