---because there is going to be a count of all the undervotes in the state of Florida, and Bush is still going to win.

So long as the state can come up with a definative definition of what is a vote, and that definition is used by every county.

Extrapolate the innaccuracies of the FL vote to the national level and you have no basis for saying that Gore won the pop vote.

Best solution: a runoff election. If it's still within 1%, do a coin flip.
