No, you count until you have an accurate tally of 6,000,000 ballots, half of which are manually punched, when the margin of error is more than enough to swing the election either way.

Answerman is correct, provided you understand what "accurate" means. In practice, it means count dimples as votes in counties where the large majority of dimples favor the media's candidate, and DO NOT RECOUNT in counties where dimples would favor his opponent. This is "accuracy", media-style.
