Palm Beach County election officials voted early Sunday to order a manual recount of all votes cast in the presidential race in the county last Tuesday. Some 425,000 ballots will be reviewed by hand. The decision came after a statement just before 2:00 a.m. ET, which showed that hand counts of several disputed precincts alone may be enough to tip Florida's 25 electoral votes to Gore...
