The type of a legal entity to carry out Country Gateway project in the countries will be decided by the country representatives in consultations with the World Bank and other key partners of the project. The entity may be a non-government organization (NGO) or other type of organization which should consists of representatives of local and international organizations, local governments, civil society organizations, private and other sectors.

Ownership and governance of Country Gateway organizations would be also decided by representatives of the country in consultation with the GDG. It is expected that World Bank, UNDP and other international and local organizations will form a Steering Board that will advise the Country gateway organization on goals and objectives for the project development and steer its overall evaluation to maximize its development impact in the country. The organization can also establish an Advisory Board which will comprise experts and community leaders from the local civil society and private sector for development and promotion of online communities and thematic sectors like health, culture, e-commerce and other.
