Detroit: Blackout stokes bitter feelings

As power came back Friday in Detroit, residents
complained that two outages in one summer are a
frustrating reminder they live in a city that
struggles to deliver basic services.

But after two power outages, Perkins said, "it gets
frustrating. You know you have to have lights, traffic
lights, every day. That's a fundamental. When you
can't sustain it, something's wrong."
