Sunday, July 30, 2000Sewer System Overloads, Fails Cleveland's sewer system is not designed to handle two-and-three-quarter inches of rain in an hour, which is why they failed yesterday. That torrential downpour caused extensive flooding in the downtown area. At its worst, water in downtown streets was knee deep. While damage was extensive, no serious injuries were reported.
