Dry vs Wet Resistance Welding

Can anyone comment on the practice of subsequently wet resistance seam welding a multiple ply dry resistance seam weld. Materials used are .062, .010, .010, .010, .062 thk 321/347 Inco 718 plies used for articulated (bellows) 4 - 6" Dia. joints. Here is an outline of the welder's present procedure:

1. dry seam weld bellows to tube weld. 2. overweld with a wet seam weld 3. oven bake for 1-1/2 hours to dry out assembly.

Is this standard industry practice?
