Gas Blows Manhole Cover Some PECO problems caused an explosive situation at Third and Market in Center City Thursday. Underground power problems caused a buildup of gas that blew up a manhole cover. One man was taken to the hospital. PECO officials say the heat and toxic fumes in the affected area have kept repair crews out. Power may not be restored until midday Friday. The area is open to traffic, but drivers will have to work their way around heavy equipment.
