A maintenance glitch disrupted more than 80,000 phone lines in New Castle County early Friday.

Between 5:30 and 7 a.m., phones between Elsmere and Newark, along Kirkwood Highway, were "isolated" from the phone network, Bell Atlantic spokesman Ells Edwards said.

People in 13 different exchanges had a dial tone but could not dial other exchanges or make long-distance calls. Those customers, however, were still able to dial 911.

If those customers tried to call outside their exchange during those 90 minutes, they would have received a fast busy signal or a recorded message stating that all circuits were busy.

Edwards said the problem happened while Bell Atlantic was doing repair work at a telephone office in Marshallton and a piece of equipment failed.

The affected exchanges included phone numbers beginning with these prefixes: 353, 633, 634, 636, 683, 892, 992, 993, 994, 995, 996, 998 and 999.

Edwards said Bell Atlantic conducts maintenance work in off-peak hours in case of a situation like this. http://www.delawareonline.com/news/2000/june/story506242000.html
