MEXICO CITY Mexico's Laguna Verde nuclear power plant has deteriorated and poses the risk of an accident, according to a report by British consultants Large and Associates published Sunday by the La Reforma newspaper.

The report concluded that the plant, which has been criticized by environmentalists, suffers from serious structural problems and poor management.

Large and Associates is the world's leading nuclear consulting firm. The firm's chairman, John Large, heads the British Nuclear Engineering Commission and is a leading authority on the subject.

The report warned that Laguna Verde, located some 220 kilometers (124 miles) east of Mexico City, needs to make immediate changes to prevent a serious accident.
