I pinioned my ducklings a few year ago, ( the year after they all got into my pool *G*). It worked quite well. The very tip of the wing is what comes off, to the first joint. At that first joint, there is a flap of skin, something like a floppy, tiny thumg... leave that in place, but clip right up close to it. I used tiny surgery scissors, but nail clippers would work to. Keep things clean, and use a dab of bloodstop powder if you need it ( or cornstarch/ flour in a pinch) I am a Vet Tech, and this is how we learned in school, so I am sure it is safe and accurate. As for age, as young as possible. I did mine at 3-4 days, as soon as they were fuzzy and eating well.
