who gets the bill for utilities after repo.

the house is soon to be repossed, the sale of the property could take a while, is there a limitation to how long the society can take in selling the property.Once repossed who is liable for utility bills such as water,as i do believe although the property is empty the waterboard can still charge an amount for the removal of surface water,also i believe that if a property is empty you do not have to pay council tax bill for 6 months, what about the next 6 or however lohg it takes them to sell the property.
