How do pre entries work? it says on them that you must send a check with the form blank. why do you need it blank? why can i not fill it out? thanks

You have to fill the form out - TOTALLY - and send a check made out the the track you are racing at, make sure you mail it 14 days prior to the event. If you are under 18, get it notarized. I suggest you fill out one form, leave the track and race date blank. Got make a bunch of copies, then fill in the race date and track on them as you get them ready to pre-enter. Actually, this saves you a lot of money throughout the year. Read the rulebook, there are restrictions about "refunding" pre-entries. You are asking about NESC right?
