what is the oldest someone can be to be considered a youth racer?

you have to be born on 1983 or later

If you are talking about NESC, it's the age you were as of Jan. 1, and it's 12 years old to date-of-birth 1983. AMA Youth Classes are different. The 125 Youth class is 12-15. So if you were 16 on Jan. 2nd you could still run as a Youth.
