Is the minimum age to race Central Village in Ct. 13 or 15? Also what time does practice start there? Thanx

I HEARD THAT THE AGE LIMIT WAS 15 THIS YEAR AT CENTRAL ! BUT FROM OTHES I HEARD IT WAS STILL 13 ?? WELL WUTS GOING ON !?? NO ONE KNOWS !
