is it true that you have to be at least 13 to race in conn.

Yes it is true (Central Village). Now if it is a private race.... say someone booked Central Village for the day and had a fund raiser for Cancer, they could race. Of if you are a member of Central Village and you participate in one of their private race series, they could race. Always exception to the rules.
