PORTLAND, Ore. (AP) -- Oregon State Police say the cyber vandal who defaced a state agency's Web site last month isn't working locally.

"Investigators have identified a location outside the country where we believe the person responsible resides," said Lt. Gregg Hastings, a state police spokesman.

The information has been turned over to the FBI for further investigation, he said.

Last month, someone posted a picture of a pitchfork-wielding devil on the Web site of the Oregon Construction Contractors Board and blocked access to information about state-registered contractors for several hours.

No other damage was done, and no records were tampered with, state officials said.

Hastings said a state police computer crimes specialist tracked the intruder to a foreign country but would not disclose other details other than that the suspect isn't based in North America.
