Wait! this guy says "stocks were low" going into January. But we were told oil companies "stockpiled" in advance of y2k. Both can't be right. Either there was a cavalier lack of prep (and low levels, when everyone was worried about a run on the pumps) or the discussion about low levels is *bogus*.
