The Nato secretary-general, George Robertson, warned of Yugoslav troops massing in ethnic Albanian areas in southern Serbia. Speaking at a conference in Brussels, he said the military alliance would not tolerate fresh conflict. His comments came just hours after Nato-led peacekeepers had fired tear gas at a crowd of at least 60,000 Kosovon Albanians who tried to storm a bridge in the ethnically divided city of Mitrovica. Tensions flared when the demonstrators marching from Pristina jeered at a group of Serbs.

I agree that it wouldn't have happened without the blessing of the TPTB. However, in my humble opinion, she really pushed Clinton for military intervention because of her childhood experiences over there.
