Looks like SOP for D.C.

Raw Sewage Flowed Onto D.C. Street for Over One Month

Raw sewage gushing out of a clogged manhole on Barry Road in Southeast D.C. has been flowing down the middle of the street and into a storm drain for over one month, according to nearby industrial workers. The workers say raw sewage problems have plagued the area for over the past three years. The D.C. Water and Sewage Authority has fixed the problem and it says residents should not worry of the threat of the water pouring into nearby Anacostia River. According to the Water Authority, the raw sewage flowed into a water treatment center.
