Does Initiative 711 apply to Sound Transit?? According to the text of the initiative, it includes the following:

(1) Transit agency means a city that operates a transit system, a public transportation benefit area, a county transportation authority, or a metropolitan municipal corporation.

Is the definition vague enough for Sound Transit to argue that the initiative does not apply to it?

Also, as a corollary, can communities continue to tax themselves to build Park'N'Ride facilities, as long as they call themselves Park'N'Ride systems instead of transit systems?
