Why doesn't Greenspan want regulations on derivatives?

Is it truly because all the "money" will go overseas or is it because if derivitives are exposed/regulated everyone will find out what a scam it is and the ensuing political and financial uproar will tank the US stock market? Was this his veiled threat? Also why is he giving this info. to an Agricultural committee?

It's not necessarily that he doesn't want to regulate them; it's that the U.S. government doesn't have jurisdictional authority to regulate hedge funds issued by foreign financial institutions. It's like trying to regulate the internet when a lot of the servers aren't in the U.S.
