Can people adversely affected by changes to the ferry system sue the state?

Property values in certain areas could go down because of the changes in the ferry system (service cuts and increased fares).

BUT...if property value do go down, can the state be sued for difference?

Granted, owners would be paying lower property taxes because of the lower assessment, but wouldn't the state be responsible for causing the devaluation? And if so, couldn't they be sued?

If landowners can't successfully sue for the devaluation caused by SmartGrowth and environmental regulations (salmon restrictions), they aren't aren't likely to be able to sue successfully, but you can always sue. It's the American way.
