Error while creating VCD with VideoPack 4.0

When I create chapters using videopack 4.0 I am getting an error while burn it to an cd. It says an error from a file called vv.scr. Please help how to create a VCD with chapters but without splitting the MPEG file into pieces.i.e. using index points. Thanks

It works if you use the LSX MPEG Encoder and set the "Sequence Header Options" to "Put seq. headers before every GOP". Then VideoPack can correctly address the entry points. MPEG files encoded with Panasonic MPEG Encoder (better pic quality) don't have the required seq. header before every GOP and there is no way to use chapters within VideoPack.

I already had mpeg files ready to burn. I have installed the LSX MPEG Encoder. But it require a AVI file input. How to convert the existing MPEG File?. Thanks
