"software problem" shuts down all phone traffic for 2 hours

I just read in my local online newspaper in the Netherlands ( I live in Canada ) that all telephone traffic went compeltely down from 10.45 am to 12.35 pm, because of maintenance work at on the two servers. According to a spokesperson of the telecom company KPN, something went wrong while "working" on the software. The remaining server could not handle the extra load and went down too. All public services switched to emergency plans and police was send out with 2 way radios. I wonder whether the software is repaired or they were just installing compliant (billing) software, and switched back too the old one...
