January 25, 2000 Current customer delivery levels indicate that minimum contract delivery pressures may be reached in the next several hours on Texas Eastern's (TETCO's) system if deliveries continue at their current rate. If conditions do not change, and minimum contract delivery pressures are reached, TETCO will issue an Operational Flow Order ("OFO") pursuant to Section 4.3 (H) of the General terms and Conditions of its FERC Gas Tariff, which requires that all deliveries in Market Zone M3, under all rate schedules, be made on a uniform hourly rate. If this OFO is issued, then all OBA's in M3 will be suspended for the purposes of hourly allocations only. In addition, during the effectiveness of this OFO, all deliveries, including all storage deliveries, must be nominated. In addition, the following restrictions will go into effect for the gas day of January 26th which commences at 9:00 AM CT January 26th: - no due shipper gas will be available - only primary firm service through the LEIDY (LDY) node will be allowed - no interruptible transportation sourced upstream of Market Zone 3 and delivered into Market Zone 3 TETCO reiterates the need for all customers to ensure that physical receipts match their expected physical deliveries. TABS and OBA parties need to be scheduled in balance. Pipeline conditions are being continually monitored to determine when these restrictions can be lifted. Please contact your Operations Account Manager if you have any questions."

Accordingly, Texas Eastern issues this Operational Flow Order ("OFO"), pursuant to Section 4.3(H) of the General Terms and Conditions of its FERC Gas Tariff, requiring that all deliveries in Market Zone M3 under all rate schedules be made on a uniform hourly rate. During the effective period of this OFO, all OBA's in M3 will be suspended for the purposes of hourly allocations only. In addition, during the effectiveness of this OFO, all deliveries, including all storage deliveries, must be nominated. Noncompliance with this OFO is subject to a penalty of $25 per dekatherm, pursuant to Section 4.3 of the General Terms and Conditions of Texas Eastern's tariff. This OFO will remain in effect until canceled by Texas Eastern."

January 31, 2000 NOTICE OF CANCELLATION OF OPERATIONAL FLOW ORDER Based on current operating conditions Texas Eastern (TETCO) is cancelling the Operational Flow Order (OFO) pursuant to Section 4.3 (H) of the General Terms and Conditions of its FERC Gas Tariff, effective 9:00 AM CT January 31, 2000. This OFO was originally issued January 25, effective 11:00 AM CT January 25, 2000. All M3 Operational Balancing Agreements (OBA's) that were suspended according to the OFO will be back in effect. Additionally, storage nominations can be restored to pre-OFO methods. Please call your Operations Account Manager if you have any questions.
