Possible to change frame rate of .avi to make a vcd ?

Here's what I wanna do. A friend gave me some .avi's that run at 20fps. We all know that VCDs should be 25fps (PAL) or 29.97fps (NTSC) so I'm trying to convert them. I tried virtual dub and the DVMPEG 5.0 codec, It works, but the video plays too fast, doesn't look like it resamples... Tried XingEncoder but it kinda stalls after a few seconds... Ne1 figured it out ? thanks

It seems like you'll have to do it via an .AVI editor such as Premiere or Ulead Video Editor. Both have features to change the frame rate without altering the duration of the clip. You will get a new (w/corrected framerate) .avi first and then you can go through the encoding process.
