NERC site document dates changed again. Yesterday, 1999 docs listed as 00, today listed as 96.

Yesterday, the last half of 1999 documents suddenly became dated 00, today they're dated 96. Nothing earthshaking, but wasn't NERC supposed to be on top of the Y2K problem?
