Ok,

You must encode your AVI file to MPEG-1 (I use TMPGEnc for this - make sure that the movie is encoded following strict White Book standards for Video CD). Your recording software (Nero) should then build your VCD given just the MPG movie as the input file.

You do not need to concern yourself with any .dat files whatsoever. After burning, your file will be playable on all VCD players or VCD capable DVD players.
