Can the 55 galon water drums be filled all the way without the floor caving in inside the Condomium because of the weight.

It really depends on how the place is put together...is there any way to find out where the support beams are in the building? Are you able to put a waterbed in there? Also...setting the drum on a couple or three 2X4's that are 4ft or so long will spread the weight out a bit.

Almost certainly. That drum of water weighs about 500 lbs, spread out over an area of about 3 square feet (assuming the drum is 2' in diameter). That's a load of 167 lbs/sq.-ft. Just put it near a load bearing wall.
