Y2K Operations Supplement Incident Annex Table of Contents

Foreword Transition to the Year 2000 (Y2K) presents both a challenge and an opportunity for the emergency management community. The challenge is that there is little or no precedent for Y2K. No one knows exactly what will happen following the rollover. The Presidents Council on Y2K Conversion has been working with governments at all levels and businesses in every sector to raise awareness of the Y2K problem and the need to fix and test computer systems. Significant progress has been made during the last year to bring computer systems into compliance.

While no major nationwide catastrophic disruptions are expected, we cannot discount the possibility of scattered problems occurring nearly simultaneously across the country. State and local governments, being closest to the situation, will be primarily responsible for dealing with Y2K consequences. Under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and the framework set forth in the Federal Response Plan (FRP) and Regional Response Plan, the Federal Government is prepared to support State and local governments overwhelmed by Y2K consequences that may threaten life, health, safety, and property.

Federal agencies are hoping for the best, but taking precautionary steps to be ready for any contingencies. This Operations Supplement to the FRP describes those processes and procedures that may be necessary over and above normal FRP operations to handle the potential for a multi-State, multi-Region emergency response to Y2K consequences. The Supplement sets forth policies and planning assumptions, assesses the Y2K risk situation, describes Federal Y2K monitoring operations, outlines information and reporting functions, summarizes the emergency declaration process for Y2K, lays out direction and control protocols, and identifies possible response resource requirements.

Despite the unknowns, Y2K preparations have presented an unprecedented opportunity for the emergency management community to strengthen working relationships across the board, update emergency operations plans and procedures, reach out to the private sector, and reinforce the need for self-sufficiency, personal responsibility, and preparedness. All the Y2K readiness and outreach efforts will go a long way toward dealing more effectively with the consequences of any disaster or emergency from a normal, everyday occurrence to a catastrophic event.
