Over the next three years, under the supervision of the Office of Management and Budget, the major cabinet departments and other agencies have worked long and hard to make enormous progress."

Amazing progress in less than 3 years. Now I have to ask, the Social Security Administration started to work on Y2k back in 1989...What took them so long?
