Well what do you all think of "oldies, but goodies" when it comes to Y2K reports? Yes, we all want the very latest in assessments. This one below however, will stand the test of time and I think will probably be born out in by reality in about 3 weeks. Remember, the US COAST GUARD is going to turn away NON-COMPLIANT Oil tankers for rollover. That is where part of this 23 day delay comes into play I suspect. http://www.intl-monitoring.com/crude.htm

The top 10 oil exporting countries are behind in Y2K preparations and fixes, which could delay international crude oil shipments by up to 23 days according to International Monitoring, a London specialist consultancy.

The top 10 exporting countries representing 71.1% of all exported crude oil were analyzed for Y2K failure scenarios and then placed on a damage estimate scale, called the Y2K Storm Rating scale with a ranking from 1 to 6, with 6 being worst case. The average Y2K Storm Rating of these 10 countries was 3.8. This average score of 3.8 corresponds with a transportation delay scenario of 23 days.

The scale known as the Y2K Storm Rating is used by International Monitoring to assess the riskiness for 140 countries. The scale is used to assess the probable delays in critical infrastructure such as utilities, telecoms, transportation and banking due to Y2K problems which will be unfixed.

The United States is considered to be unaffected by these delays due to the strategic stockpile of crude oil and other critical commodities maintained by various government agencies.

International Monitoring, a consultancy based in London assesses the technology infrastructure of countries, the efficiency of the Y2K fixes and estimates of the lateness of certain fixes. These analyses are then used to calculate dollar damages and probable Y2K scenarios.
