The oil residue may contribute a smell or taste, but should not be a real problem. The rule for disinfection with 5.25% chlorine bleach is to use five drops/gallon. Three hundred drops (can anyone convert drops to cups/liters?) ought to kill anything in your drum, but one of the essentials is to keep it airtight after adding the chlorine. Don't let dust in or the chlorine out. It also helps to keep it dark.

From Clorox site

4 drops regular liquid bleach per quart of water 16 drops regular liquid bleach per gallon of water 1 teaspoon regular liquid bleach per 5 gallons of water

Mix well; wait 30 minutes.Water should have a slight bleach odor. If not, repeat and wait 15 more minutes.

Didn't I read on this or another forum that it is unsafe to put the kind of chlorine used in swimming pools into drinking water? That it must be the kind sold in supermarkets for bleaching clothes, and ONLY the plain kind, not the perfumed, etc.?

Some pool bleach is just sodium (or calcium) hypochlorite, period. This is what you want. Others have added anti-fungals or clarifiers, this is what you don't want. Read BLEACH.TXT at http://home.earthlink.net/~kenseger/surv/surv.htm for futher info.
