Oil problems in Colombia

this is an email from a Colombian oil engineer who went to school with my friends wife:

"Sobre tu inquietud, creeme que tiene mucho fundamento tu preocupacisn. Por lo menos en Colombia, dede hace mas de aqo y medio se han venido tomando precauciones para evitar el impacto que pueda causar el cambio de fecha, se han dedicado grandes esfuerzos y se ha destinado una partida presupuestal inmensamente grande. Sin embargo, debido a la complejidad tecnolsgica existen azn "lagunas" o zonas desconocidas en las Plantas de Refinermas o de Produccisn donde no sabemos que pueda ocurrir, bien sea porque quienes diseqaron esos sistemas ya no existen o bien porque se le han hecho tantas modificaciones a travis del tiempo que ya no se sabe como funciona. A nivel mundial la cosa no es diferente: el sector petrolero tiene deficiencias en la documentacisn de procesos tecnolsgicos y por eso existen procesos o parte de ellos de los cuales no sabemos a pesar de tenerlos y que seguramente tienen sistemas de control y regulacisn que se pueden volver "locos" con el cambio de fecha. Te todas maneras, existen trazados planes de contingencia para estas eventualidades: Se estan extremando las medidas de seguridad en plantas para operaciones manuales, para controlar accidentes, para abastecer demandas de productos en caso de paradas de los procesos, etc.

En conclusisn, si se espera que ocurran algunos trastornos en los proceso de produccisn, refinacisn y transporte, que muy seguramente afectaran el mercado, pero tenemos la esperanza de que dicho impacto se muy bajo y de corto plazo.

HERE IS THE SPANISH TRANSLATION:

"About your concern: believe me, you have good reason to be worried. At least in Colombia, for more than a year and a half, our company has been developing contingencies to try to reduce the impact that the date change may cause. A great amount of effort has been spent as well as an immense amount of money. Nevertheless, because of the technical complexity, there are still many "lakes" or unknown areas in the refineries and wells where we do not know what will happen. In some cases the companies that designed these systems no longer exist, in others, there have been so many modifications over the years that we no longer know how it works.

At the international level things are not much different. The oil industry lacks proper documentation of many technical processes and for that reason how they function or how to fix them. Control and regulation systems may go "crazy" when the date changes. At any rate, there are contingency plans in place for these posibilities. Plans are being developed for security and for manual workarounds, and to control accidents as well as emergency supplies in case of a work stopage.

In conclusion, one can expect some disruptions in the production processes, refining and transport which will all probably have an effect on the market, but we hope that the impact will be minimal and short term.
