Been looking for a LONG time for a post....can someone help please??

I've been looking for a post and a link...I think they are perfect to scare the begeesus out of DGI's. The post was Senator Bennet saying something like "I'm concerned about the fact that only a small percent responded and of those, many will miss crucial deadlines". I think it was from 1998 or something. The second (most important) was on Westergaard. It was a summary of where we are now. Something like:

57% of large businesses will not be ready 80% of small businesses will do nothing etc.

Each one had a link to it's source (i.e., senate 100 day report). GN posted it on his site, but for some reason I can't find it anywhere! Thanks alot!!
