Given Miami/Dade's challenges as a big, tumultuous metropolitan area that falls in the path of hurricanes you are most fortunate to have the caliber of OEM leadership that you do. The director's name escapes me at the moment (Chuck Lanza?), but I have been reading his column for more than a year. When one thinks of the number of state/local public sector agencies that are still fumbling, you all have a head start on this one.

Damn straight! Chuck is kinda a middle ground toward Polly guy but he DOES do contingency plans with the best of them. He never expects to use them and (at least the last time he and I corresponded)he has a 1.5 - 2.0 expectation, but his plans are almost water-tight. I've only seen better a couple times and I'll immodestly say mine for one particular event the first time I did it were one of the times, but he is a SUPER contingency guy.

Yes, Nancy, his name is Chuck Lanza and he is doing a pretty good job. He has taken some heat in the County (from the Mayor's office, I believe) and has a rep as an "alarmist" amoung the county burocrats. His office has been very responsive to those of us in the CERT program that are trying to do something proactive.

You are right Chuck, give me a realistic polly with solid contingency plans and preparations over "conspiracy theory" type doomers any day. I'm personally at a "5" but prepping for an "8" or "9" within my limits.
