Can anyone with any "true" legal expertise explain what burdens are required to get an injunction against I-695. Does the injunction have to be enforced against the initiative in its entirety or parts of it? How likely is it that an injunction could be forthcoming? If the injunction were placed and the challenges lost in court would the state have to refund the fees improperly collected during the period of the injunction?
