i was listening to some Govt. Agency folks talking about the ICC and from what I can gather the primary folks that are going to be there are the Public Affairs reps from each agency/entity. GREAT!! So I said, "uh, who can actually do something to fix all those problems you are hearing about? who can coordinate responses? certainly not the ICC?"
