The responsive countries will have support of all that sympathize with victims. the nonresponding countries will be hated by the same.

the responding countries will be hated and attacked by Russians and supporters the nonresponding countries will be approached as possible allies by Russia and supporters.

Adds confussion and higher tension between all differing countries. The Russian country will be declared a possible hostile or unsafe country, trade reduced, air traffic advised against for U.S. citizens, all civilians will be advised to leave.

The United States will no longer be able to cooperate with Russia on monitoring.

The Russian military computers and inaccurate indicators of U.S launches will once again be only observed by Russians.

The same with Russian Nuclear power plants.

There will be more excuses for more terrorist activity.

Problems that can be blamed on technology failure- (explosions, lack of food, missile launches,etc.) will be declared "Y2K". "It is unfortunate - our systems detected a launch, due to the present tensions, we had no choice but to respond to protect our people..."

Remember that about a week ago the leaders of the Russian military warned Yeltsin and his team that if the military was not allowed to finish off the Chechnyans this time than they would either resign or take over the government and do it themselves. They have the support of the Russian people in this, so what do you think they're going to do? Why are the Russian people behind the military 'wiping out' the Chechnyans? Because terrorists from Grozny bombed about a half dozen residential apartment buildings in and around Moscow this summer. This one will not go away.....

Is it possible that the KGB bombed the apartment buildings and manufactured evidence that Chechnyans were responsible, all for the purpose of strengthening the resolve of the Russian people and Army that Chechnya must be brought back into the fold of the motherland once and for all?

Consider that in a fractured nation rife with economic woes, a war is an excellent diversion from interal difficulties.

Further consider that Russia's main oil importation pipeline runs directly through the contested area.
