I keep hearing that 'even Whatcom county' passed i-695, yet from the election results board, it shows that it was defeated, albeit narrowly (which is evidence enough that i695 had mass appeal). I'm just confused on the data.

Ostensibly Whatcom voted no on I-695 but many believe we have a corrupt county auditor who riggs the votes to please her democrat machine. Her opponent's (who accused her of lawbreaking)house burned 4 days before the election after months of threatening mail to the campaign mail box. They play hardball up here.
