This is a possible explanation of:

WHY THE U.S. GOVERNMENT DOES NOT WANT TO ENCOURAGE MEANINGFUL Y2K PREPARATIONS and possibly much more.

During the Cuban Missile Crisis, many people built shelters in basements or wherever they could. They stocked up on canned goods and water. The government published plans for shelters and for stocking food and other essentials.

The public was well aware that there was a serious threat of Nuclear War...AND THERE WAS A SERIOUS THREAT.

Now that documents from that time period have been published, it is very clear that we nearly went to war. There were many more nuclear weapons staged in or about Cuba than what the public was told.

Some years after the Cuban Missile Crisis, a friend of mine, who was the County Civil Defense Director, told me that he was distraught about a major change to the Civil Defense Plan for the county.

I went to his office and he showed me the directive requiring him to destroy the following: 1) All copies of the Press Releases announcing the implementation of county-wide Evacuation Plans in the event of an expected threat, 2) All copies of the county-wide Evacuation Maps that were to be published by local media, 3) and other relevant documents.

He was told not to encourage building of private fallout shelters and the supply of planning documents appeared to be drying up. He was very unhappy with this change in government policy.

It was, I believe 1976 or thereabouts. This was the beginning of the Public Policy of MAD or Mutually Assured Destruction.

In retrospect, IT WAS A BAD IDEA, as it has helped to encourage the Soviets and now the Russians to continue with an aggressive civil defense program. Their robust civil defense program is viewed as always having an eye out for enhancing their own first strike capability. And they have said that they still consider a nuclear war with the U.S. to be inevitable and winable. They intended and still intend to eventually win against us in an all-out war.

Our government then and I believe NOW, still uses this low-key approach when dealing with its citizens in vital areas. The purposes of this policy are not at all clear to rational people; however, from an analytical point of view, they probably believe it is in our best interest.

I totally disagree with the idea of keeping the public in the dark. But, they are in charge and from their perspective it is easier TO MANAGE AND MANIPULATE THE PUBLIC this way.

In other words, it serves their purposes. And it does so in a dark and dangerous environment. If they are wrong, many will suffer.

Yeah you are right, everyone ought to have a thermonuclear device of their own. In fact, they should e-mail the blueprints for the new Neutron bomb to everyone in the world so that we all are properly informed.

I retired from the military a few years back. I can't speak for the validity of your post, but I can tell you that every single military installation in the United States has an evacuation plan that is printed in a book for the installation commanders, and that book is about 8 inches thick usually.

These base evacuation manuals cover nearly every topic that one can think of, regarding topics like civil unrest, haz mat spills, chemical clouds, local community haz mat areas, which way the winds blows most often, which direction on which interstate or state highway to take, etc., etc. they really are quite in depth. How far downwind to relocate, what is available at the relocation sites,... I was really amazed when I was able to sort through some of this information back in the 80's because of a situation at Base "X".

The military will normally try to take care of their own in any crisis, that is their number one priority, so that they can have troops ready for world wide deployment 24 hours a day. The rest of us better hope that our state disaster prepardness officers have some real world training and experience and a real world budget to handle any "localized failures".

Gentlemen... Actually, the cold war was a farce. The entire time we spent pretending to be "enemies" of the USSR, our illustrious "leaders" were giving away the farm right under our noses. We have to learn to watch what they do, not just listen to what they say. There was NEVER any threat of nuclear war. I KNOW how very preposterous that must sound, I laughed the first time I had heard it, but I DID the research and it was all too true. Why do we still honor Soviet treaties if there is no such place? Why did we send all of that money to our "sworn" enemies? Why did we give them our educational curriculum in 1954? And people wonder what's wrong with the public fool system. If we hadn't created the USSR with our own tax dollars, they never would have been able to be passed off as a world power.
