Mark, it's just the 'ol depraved nature of mankind, with unlimited lust for power. There's always been people like this and always will be. In every factory I've worked in, there hae always been some people whose deepist desire is to walk around with a clipboard in hand and enfirce rules, writing people up for the slightest infraction.

Nowdays, these folks tend to gravitate towards government jobs.

In the case of a total takeover, TPTB will have no problem filling the 'controller' slots. They will sell their souls for a clipboard.
